As part of the Regional Civilian Personnel Office (Europe) (RCPO(E)), the Payroll & Benefits Advisor looks after absence management and payroll calculations, budgeting reports, onboarding/offboarding and answering queries from both employees and their supervisors. You will provide project support on any files and initiatives related to our civilian employees. The role is constantly evolving and there is always something new to learn! The RCPO(E) provides human resources (HR) advice, recruitment, payroll and HR policy/strategy. We employ more than one-hundred civilians, in eight European countries. They support the Canadian Armed Forces (CAF) by working in roles such as administrative support assistants to building maintenance workers and everything in-between.
Our team is part of the Canadian Forces Support Unit Europe (CFSUE) within the Canadian Department of National Defence (DND). Our civilian employees, in Europe, support the CAF and their operations and missions in Europe and beyond.

Education
- Completion of minimum of secondary/high school education (e.g. Realschulabschluss or higher) or an equivalent combination of relevant training and/or relevant professional experience.
Experience

Experience using all of the following Microsoft Office applications: Word, Excel, and Outlook.

Experience of using financial management software.
(e.g. SAP, Oracle, Sage, Dynamics 365, ProALPHA, Odoo, Unit4 etc.) -
A minimum of two (2) years of relevant experience in providing a broad range of either contract management support OR financial support OR HR support services.
(acceptable, relevant examples are: onboarding/offboarding, absence management, paying invoices, calculating allowances/ bonuses, monitoring/applying salary increases, responding to employee/supervisor enquiries, liaising with external agencies/payroll providers etc.).

Education
- Vocational training as a Payroll and Accounts Clerk (Ausbildung als Lohn-und Gehaltsbuchhalter/innen)
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources, labour or industrial relations, public or business administration, or any other field relevant to the work to be performed
Experience
- Experience providing advice and guidance to clients on policies and regulations
- Experience of using Microsoft Sharepoint
Ability
- Ability to communicate effectively orally in any of the following European languages: German, Latvian or French
CONDITIONS OF EMPLOYMENT
- Must be able to obtain and maintain a Reliability Status (background check)
- Must be eligible to upgrade their security status to NATO Secret.
- Must be able to work in Germany unrestricted and without the need for visa sponsorship from the employer.
OPERATIONAL & ORGANISATIONAL REQUIREMENTS
- Depending on work requirements, hours of work will vary from time to time.
- For operational or unforeseen reasons, employees must be willing and able to work from home, if requested to do so by their supervisor.

BASIC INFORMATION ABOUT CONTRACT CONDITIONS IN GERMANY

Work hours |
38.5 hours per week, 7.7 hours per day, from Monday to Friday. All employees are entitled to a minimum of thirty (30) minutes unpaid break for lunch after having worked at least six (6) and at maximum nine (9) hours on a day. |

Probation Period |
All new employees are subject to a probationary period of three (3) months that starts on the date of appointment and may be extended due to lengthy sick leave (>10 days)) or delayed security clearance. |
|
Health Insurance |
The employee must be insured with a German health insurance provider/company. |
|
Pay Increments |
Step 1 – first three (3) months of employment
Step 2 – the following six (6) months of employment
Step 3 – the following nine (9) months of employment
Steps 4 to 6 – the following twenty-four (24) months of employment for each step
Step 7 – the following thirty-six (36) months of employment
Step 8/End Step - will be granted for all subsequent employment in the salary group

Authorised Holidays |
A Local National working under the CTA II Tariff Agreement will be eligible to paid time off on the German Statutory Holidays for the German state in which they are employed and on 24th & 31st December in accordance with Article 28 of the CTA II Tariff Agreement. |

Annual Leave |
30 days per calendar year. Leave may not be taken for the first time 6 months after commencement of employment. |

Vacation Bonus |
The employee receives a vacation bonus, payable with the May salary and calculated as two percent (2%) of the base salary earned during the previous year from June to May. Employee must have completed their probation period on May 1 (cut-off date) and have been employed with the Stationing Forces of the same Sending State at least on the last day of the month following the completion of the probation period. |

Christmas Bonus |
The employee receives a Christmas bonus, payable with the November salary and calculated as six-point three three percent (6.33%) of the base salary earned during the previous year from December to November. Employee must have completed their probation period on October 31 (cut-off date) and have been employed with the Stationing Forces of the same Sending State at least on the last day of the month following the completion of the probation period. |

Asset Accumulations Benefit |
€ 30.00 per month (pro-rated for part-time employees). This benefit is only applicable after a period of six months' continuous employment. |

Employer-funded Life Insurance |
Solely financed by the employer – employee must have been employed continuously for at least five years with the Stationing Forces of the same Sending State to reap any benefits from this insurance. |
|
Direct Insurance Plan - Pension Fund |
Solely financed by the employee. An employee can request a fixed sum to be deducted of their gross income which is paid into this savings plan (reduces taxable income). The Sending States offer one specific insurance plan for this purpose. |
