Are you passionate about procurement? As our new Procurement Supervisor, you will be supervising a small team of Procurement Officers and processing procurement and purchasing files to ensure that the right goods and services are procured in a compliant and cost-effective manner. You will be joining a team of military and civilians who support the Canadian Armed Forces (CAF) Operational Support Hub Europe (OSHE), based in Köln.
What does a typical week look like?
- Checking and validating the work completed by your Procurement Officers.
- Producing compliant and well-organised procurement files.
- Checking that the budget funds from the requesting departments are sufficient to cover the cost of their requested purchases.
- Obtaining quotes for goods and services and ensuring that the bidders are treated in a fair and transparent manner.
- Advising about best value and making recommendations to your stakeholders (the requesting department).
- Maintaining accurate electronic records of procurement decisions.

1. You must be a citizen of a current NATO member country. The reason for this is detailed in point 2, below;
2. You must be willing to undergo a background investigation to obtain and maintain a valid security clearance certificate from your own NATO member country (if required for the specific position) and subsequently to obtain and maintain a NATO security clearance.
3. If your country of citizenship has compulsory military service (conscription) for its citizens, you must have completed your compulsory military service (conscription) as per your country of citizenship’s legislation. If your country of citizenship does not have compulsory military service (conscription) for its citizens, this requirement is not relevant for you.
4. You must be willing to provide the required documentation to obtain a locally conducted ‘reliability status’.
5. You must be able to obtain and maintain a criminal record check (required as part of the 'reliability status' process)

Education
- Minimum successful completion of secondary school in combination with successful completion of commercial apprenticeship/vocational training (Mittlere Reife mit abgeschlossener kaufmännischer Ausbildung), or similar level of education obtained through work experience
Language
- Both English and German are essential
Experience
- A minimum of one year of experience in procurement or contract management
- A minimum of one year of experience in a supervisory/team leadership position

Operational requirements
- Hours of work may vary from time to time,
- Willingness and ability to complete mandatory education/training relevant to the position in Germany or Canada and maintain the relevant certification throughout the duration of employment.
Organisational Requirements
- For operational or unforeseen business reasons, employees must be willing and able to work from home, if requested to do so by their supervisor/manager. However, this position is based at the office and it is not a remote position.

Some basic information regarding contract conditions

Work hours |
38.5 hours per week, 7.7 hours per day, from Monday to Friday. All employees are entitled to a minimum of thirty (30) minutes unpaid break for lunch after having worked at least six (6) and at maximum nine (9) hours on a day. |

Probation Period |
All new employees are subject to a probationary period of three (3) months that starts on the date of appointment and may be extended due to lengthy sick leave (>10 days)) or delayed security clearance. |
|
Health Insurance |
The employee must be insured with a German health insurance provider/company. |
|
Pay Increments |
Step 1 – Upon employment (TOS) and lasting for the first 3 months.
Step 2 – The following 6 months of continuous employment.
Step 3 – The following 9 months of continuous employment.
Steps 4 to 6 – The following 24 months of continuous employment for each step.
Step 7 – The following 36 months of continuous employment.
Step 8 – Final step.

Authorised Holidays |
A Local National working under the CTA II Tariff Agreement will be eligible to paid time off on the German Statutory Holidays for their respective Federal State and on each 24th and 31st December in accordance with Article 28 of the CTA II Tariff Agreement. |

Annual Leave |
30 days per calendar year. Leave may not be taken for the first time 6 months after commencement of employment. |
|
Vacation Bonus |
The employee receives a vacation bonus, payable with their May salary and calculated as two percent (2%) of the base salary earned during the previous year from June to May. The employee must have completed their probation period on May 1 (cut-off date) and have been employed with the Stationing Forces of the same Sending State at least on the last day of the month following the completion of the probation period. |

Christmas Bonus |
The employee receives a Christmas bonus, payable with the November salary and calculated as six point three percent (6.33%) of the base salary earned during the previous year from December to November. Employee must have completed their probation period on October 31 (cut-off date) and have been employed with the Stationing Forces of the same Sending State at least on the last day of the month following the completion of the probation period. |

Asset Accumulations Benefit |
€ 30.00 per month (pro-rated for part-time employees). This benefit is only applicable after a period of six months' continuous employment. |

Employer-funded Life Insurance |
Solely financed by the employer – employee must have been employed continuously for at least five years with the Stationing Forces of the same Sending State to reap any benefits from this insurance. |
|
Direct Insurance Plan - Pension Fund |
Solely financed by the employee. An employee can request a fixed sum to be deducted of their gross income which is paid into this savings plan (reduces taxable income). The Sending States offer one specific insurance plan for this purpose. |

About Regional Civilian Personnel Office Europe (RCPO(E))
We are part of the Canadian Forces Support Unit Europe (CFSU(E)) within the Canadian Department of National Defence (DND). Together the Canadian DND and the Canadian Armed Forces (CAF) form the largest and most complex organization in Canada.
